Both characters Rafael Perez and Frank Lyga, are based on real people with the same name as in the movie - during the 90's, these two policemen were very infamous in Rampart Scandal, on which this film is based.
Originally titled Labyrinth after the source material written by ex-LAPD officer Russell Poole whom is played by Depp in the movie.
